Woodland Hills Sanitary District

October 2020 Minutes

The October meeting of the Woodland Hills Sanitary District board was called to order at 6:30pm on Wednesday, October 14, 2020.

Roll Call: Vice-President Garry Colasardo established that a quorum existed to conduct the meeting.  In attendance were Lois Lund, Ed Striebel  (Clearwater Consulting) and board members Peggy Severson and Jim Stewart.

Adoption of Agenda: Garry presented the agenda to the board and it was unanimously adopted.

Secretary’s Report: The September minutes were reviewed and unanimously approved.

Income Report:

For September:

Water Report:  The water system experienced a peaceful month.  There was a SCADA communication failure on October 4 and it was repaired by Dakota Pump the following day.

There has been some subsidence in the middle of Woodland Drive near 9113 and Ed will run a leak test since a water pipe is in the center of the road.   Ed said the likelihood of a leak is low since the water losses for the entire system are very low.

Road Report: Tax income was $49.72.

Old Business:  Gary Hansen bought asphalt millings and spread them along the first 300 feet of Lark Lane.  Jim made a motion to repay Gary for his up-front expense and recoup the money from the Lark Lane residents.  The motion carried, 3-0.

The board paid Gary $1,077.74.  The sanitary district has property on Lark and will participate in the cost-sharing.

The roof repair for the district buildings is still planned for this year according to the contractor.

Garry C will order gravel for pavement at the top of Woodland Drive to help mitigate the cracking that is occurring at the pavement's edges.

New Business: An insurance property valuation survey was conducted by the district's insurance carrier and noted that the fire extinguishers need to be recharged and a wasp nest on the north side of the well house was present.  Jim will handle the extinguishers and Raid with cold weather will handle the wasps.

John Zogorski sent a note to the board about repairs along Junco Lane.  The district will resurface the short asphalt approach where it connects to Woodland Drive.  The other improvements would have to be handled by the Junco Lane residents.
