Woodland Hills Sanitary District

February 2019 Minutes

 

The February meeting of the Woodland Hills Sanitary District was called to order at 6:32pm on Wednesday, January 9, 2019.

 

Roll Call: President Bobby Sadler established that a quorum existed to conduct the meeting.  In attendance were Lois Lund, Ed Striebel and board members Jim Stewart, Beth Haivala and John Knight.  Garry Colasardo attended the meeting by phone until 7pm.

 

Adoption of Agenda: Bobby presented the agenda to the board and it was unanimously adopted.

 

Secretary’s Report: The January minutes were reviewed.  Bobby made a motion to approve the minutes, 2nd by Beth and the vote was 5-0 to approve.

 

Income Report: Net income for January was $4,267.   Two residents missed their January payment and two residents are past due from December.

 

Water Report:   Water losses for January were 16.4%.  A new heater was needed for pump house #2.  So far, the system has not had any cold weather issues. 

 

Road Report:  One of the board members suggested a QAD* method for fixing the Eagle Lane signpost with cable ties.  One of the retired members of the board will try that if when the weather warms up.  Meantime that same retired person, who keeps forgetting to inquire with Summit Signs about a sign fix, will inquire with Summit Signs about a permanent fix.

 

Garry suggested a no parking / runaway truck ramp sign near pumphouse #2 as the area could be considered a runaway vehicle lane when the hill is icy.   Jim will price a sign when he makes it to Summit Signs.

Old Business:  The board reconsidered late fees.  Bobby made a motion to lower the 30 day late fee to $5 and subsequent late fees to $10 per month, 2nd  by Jim and the board vote was 4-0.  Lower late fees will take effect with the March statement.

 

The Woodland Hills Community Association is being revived.  Delinquent reports have been filed by Jim and request for reinstatement has been filed with the South Dakota Secretary of State.

 

The Lark Lane building had a thermostat installed for the room heater.  No more climbing the ladder to turn the heat on and off, we have the technology!

 

New Business: Bobby brought up the subject of water rates.  Lois noted that rates were last adjusted in August of 2013.  Bobby proposed raising the base rate using the federal cost of living adjustment (COLA).  The base rate, currently $37.50, would be raised biennially (ie. January 2020, January 2022) based on the COLA from the previous December.  Bobby made a motion, 2nd by Jim and the board voted 4-0.  The base rate will go up in January 2020.
