Woodland Hills Sanitary Disrict

November 2015 Minutes

 

The November meeting of the Woodland Hills Sanitary District was called to order at 6:32PM.  In attendance were:  Randy Alexander, Evan Hutchings, Carol Crozman, Beth Haivala and Lois Lund.  Tyler Trupe and Ed Striebel were absent.

Secretary’s Report:  Randy asked if everyone had received and read the October minutes.  There were no changes to the minutes.  Randy made a motion to approve the minutes, seconded by Evan and approved 40.

 

Income Report:  Total water income for October was $6208.24.  We had a net loss of $903.69 . There were payments made for insurance, pump repairs, repairs on Chickadee Lane, pumphouse repairs, paint for the pumphouse and roofing materials.  Beth made a motion to approve the Income Report, seconded by Randy and approved 4-0.

 

Water Report: None as Ed Striebel was absent.

 

Project Report:  Everything has been finished in Phase 2. We are waiting for the last billing and paperwork from Underground Construction to make our final payment to them.  Randy made a motion to approve the Project Report, seconded by Carol and approved 4-0.

 

Road Report:  A deposit was made in the amount of $260.71.  The board approved to have Hills Materials reshape and asphalt the upper part of Woodland Drive.  The estimate was around $90,000.  Since there is around $75,000 in the roads account, the board decided to asphalt to just past 9105 Woodland, which is the steepest part of the hill that washes out.  A couple of days later, Tim Severson came to the board and offered to lend the district the difference to asphalt to the top of the hill.  When a final bill is received, the Sanitary District will draw up a contract with Tim Severson to repay the loan at 1% interest.

 

As of November 11, all of the graveling and grading had been done and Hills Materials will start asphalting on November 12.  Carol made a motion to approve the Road Report, seconded by Evan and approved 4-0.

 

Old Business:  The premium for the new insurance policy from the South Dakota Public Assurance Alliance has been paid and we are currently waiting for the policy to arrive.  The Woodland Hills Sanitary District would like to thank the Rairdon’s for painting the pump house.  It looks fabulous!

 

New Business:  None

 

Resident Comments:  Jeff Ulvestad is building a shop behind his house and has gone through Meade County for a 2’ variance in order to build.  The county requested signatures from the board to move forward with the variance.  Sue Jones asked the board how the future billing for water would be received.  It was explained that the billing would be mailed to each resident on a postcard to be paid exactly the same as in the past.

Randy made a motion to adjourn the meeting, seconded by Beth and the meeting was adjourned at 7:08PM.
