Woodland Hills Sanitary District

January 2015 Minutes

The January meeting of the Woodland Hills Sanitary District was called to order at 6:04pm. In attendance were:  Randy Alexander, Dick Helmstetter, Evan Hutchings, Carol Crozman, Beth Haivala, Ed Striebel and Lois Lund.

Secretary’s Report:  Randy asked if everyone had received and read the December minutes, and asked if there were any changes to be made. Dick made a motion to approve the minutes, seconded by Beth and approved 5-0.

Income Report:  Total water income for December was $5130.38. Total net income after expenses was $1429.03. Lois reported that the Black Hills Power billing was higher probably due to Mainline’s vehicles being plugged in during the cold weather over the holidays. We also paid the bill to Mainline for the leak repair on Lark Lane.  Lois also reported that we received billing from AE2S in the amount to $5500 for Phase 2 of the project. This billing was approved by the State and we received a check. This billing should not be taken out of the current project. Randy and Dick will contact Ali and Ed will talk to Brooke at AE2S about this billing. The check will be held by Lois not to be paid. Carol made a motion to approve the income report, seconded by Randy and approved 5-0.

Road Report:  There was a tax deposit made into the account in the amount of $2383.87 and .08 in Interest.  There were no expenses.

Water Report:  Ed reported that our losses for the month of December were at 26%. He also checked on pricing for the 100 gallon tank to hold Chlorine, but they would not give any pricing until spring when the roads are clear. Ed also reported that there are 3 residents whose meters are not working correctly. He could replace each of these with a digital reader at a cost of $80 each. They would not be able to be reused when we switch to the new system...he recommends that we not spend the money and no action be taken. There is water leaking out of one of those meters, so the resident will estimate usage until the meter pits are installed. As a test, Ed will install a meter in their pit and read it each month...reporting the results to Lois.  Ed also broke down the billing from Mainline on the Lark Lane repair. They sent a 6 man crew at $225 per hour @ 6 hours = $1530. They repaired the leak on a Saturday. Carol motioned to approve the Water Report seconded by Randy and approved 5-0.

Project Report:  We are approximately half way through the project. Mainline will start working on the main along Woodland sometime during the month of January.  Mainline will also be extending Lark Lane down the hill to connect with Woodland Hills Dr. below the green water tanks. The reason for this is that once they start digging the meter pits along Lark Lane, there will not be enough room for vehicles to go around their equipment. All vehicles will be diverted around to the back side until their work is finished.

Old Business:  We will be updating the water policy to reflect our new system and rate structure.

New Business:  Dates have been set for the following:

Feb. 10 6:00pm Water Policy Meeting (Woodland Hills Sanitary District Board)

             7:00pm Public Meeting in regards to Phase 2 of the project

Feb. 11 6:30pm Regular Woodland Hills Sanitary District Board Meeting

Resident Comments:  The property at 7506 Junco has been sold...it is an undeveloped property. The new owner will be trenching a water line this spring. We informed them that the Woodland Hills Sanitary District will pay for the meter pit and meter...they will be responsible for back paying the $18.16 special charge from May of 2014 to the date they hook up. Their curb stop is around 6 years old.

Dick motioned to adjourn the meeting with a second by Randy and the meeting adjourned at 7:21pm.
