February 2020 Minutes

 

The February meeting of the Woodland Hills Sanitary District board was called to order at 6:34pm on Wednesday, January 8, 2020. 

 

Roll Call: President Bobby Sadler established that a quorum existed to conduct the meeting.  In attendance were Lois Lund, Dylan Striebel (Clearwater Consulting) and board members Garry Colosardo, Jim Stewart and John Knight.

 

Adoption of Agenda: Bobby presented the agenda to the board and it was unanimously adopted.

 

Secretary’s Report: The January minutes were reviewed and unanimously approved.

 

Income Report:

 

For January:

Net income was $4,325.  

Gallons pumped  were 399,145.

Gallons pumped a year ago  407,312.

     

Water Report:   Water losses for January were 24 percent.  Still creeping up.

A leak test was performed at 7104 Tanager and the service line turned out to be ok.  The leak is inside the house, perhaps a toilet that is not sealed 100 percent.

 

On the morning of Monday, Feb 10 Dylan happened to notice that the Lark Lane tanks were nearly empty and SCADA failed to alert.  The main well pump would not start but the backup well pump started and the tanks were filling.  Morford Electric diagnosed two blown fuses and a bad disconnect switch.  Those were replaced and the main well pump came back online.  Ed noticed everything was working fine on a Feb 6 check.  Black Hills Energy had sent out an outage text message at 00:41 on Friday, Feb 7.  A text msg at 00:44 said power was back on.  Perhaps a surge hit the well house and damaged the components. 

 

As to the SCADA system Dakota Pump had changed servers and did not inform Ed of the new IP addresses.  Once Ed got the new address for the SCADA servers he was able to operate the system and notifications appear to be working again.  By 1am on Feb 11 the tanks were filled.

 

Road Report:  No income for roads in January.  Resident Mark Raymon attended the meeting and wanted to hear about the snow plow policy.

 

Old Business:  None

 

New Business: The budget and proof of insurance were sent to the Department of Environment and Natural Resources Grant and Loan Specialist in Pierre.
