Woodland Hills Sanitary District

January 2018 Minutes

 

The January meeting of the Woodland Hills Sanitary District was called to order at 6:36PM.

 

Roll Call: Vice-president Evan Hutchings established that a quorum existed to conduct the meeting.  In attendance were Lois Lund. Ed Striebel and board members Garry Colasardo, Jim Stewart and Beth Haivala.  

 

Adoption of Agenda: Evan presented the agenda to the board. 

 

Secretary’s Report: The December minutes were reviewed.  A minor typo was corrected. Jim made a motion to approve the minutes, seconded by Garry and the vote to approve was 4-0.

 

Income Report: Total income for December was $7,353 which includes the special loan assessments.   Several residents have complained about late fees and the change in the due date from the 5th to the 1st. 

 

Water Report:   Water losses for October were 6.4 percent.

 

Dakota Pump is proceeding with the SCADA (supervisory control and data acquisition) system upgrade and the project should be completed by February 1st.

 

On January 3rd the South Dakota Department of Environment and Natural Resources conducted its tri-annual inspection of the water system.  DENR noted a screen covering an overflow pipe near pump house number 1 should be replaced.

 

On December 31 the SCADA system reported a problem in pump house #2.  Pump #2 failed to start.  A pipe had frozen.  Ed called Quinten Shultz of First Resource Solutions to look into the issue.  Quinten determined that the pump had been damaged trying to pump water against the frozen pipe.  A backup pump was plumbed into the system and an additional heater and heated pipe tape was installed.   Everything was back online the same day.   Evan will pursue a claim for the $776.24 in repairs.  The district's insurance has a $250 deductible.

 

The board approved a new fee schedule with Clearwater  Consulting.  Water system operation and sampling will be billed at $700/month.  Meter reading and administrative service will be $300/month.  Non-routine or optional services will be billed at $60 per hour.

 

Beth made a motion to accept the water report.  Jim seconded and the motion carried by a 4-0 vote.

 

Road Report:  A tax payment of $3220 was received from Meade County.  The board made a $500 payment to Randy Alexander for plowing Woodland Drive.

 

Old Business:  None

 

New Business:  Jim inquired if the district has a credit card for billing on the web site.  Jim will check with past president Randy Alexander to see if one was obtained.
