WOODLAND HILLS SANITARY DISTRICT  MEETING

June 12, 2013

 

The meeting began at 6:35pm and was held at the Lark Lane meeting hall.  Attending were Dick Helmstetter, Evan Hutchings, Jim Stewart, Carol Crozman, Randy Alexander, Lois Lund.

 

Secretary's Report:  Jim read the minutes from the May meeting.  Randy motioned to accept the minutes with a 2nd by Carol

 

Income Statement:  Net income was  $2,545.  Jim motioned to accept the statement with a 2nd by Dick

 

Water Report:  The water loss for May remained steady at 47 percent.  We should be able to have Brandon Powles by month-end for a leak detection survey.

 

Road report:  Dick made a motion to include a monthly road report in the minutes.   Jim seconded the motion and it was carried 5-0. 

Dick visited some sites offered by CETEC's Ted Schultz to examine roads that had been repaired after water system work was performed.  But the examples were not quite the same as the work that will be done in Woodland Hills.   

Dick also made a motion to hire Golz Asphalt to perform a crack seal repair on Woodland Drive.  Jim seconded and the motion carried by a 5-0 vote.  Dick will call Golz and arrange the repair.

 

Old Business:  Jim brought up a resident's suggestion about having the sanitary district election notice span the end of a month so that a newsletter can be made available in the sub-division mailbox to better inform residents of a vacancy on the board. 

 

The issue of dogs running loose was discussed but no action was considered as the Meade County Sheriff has already been involved.

 

New Business: August 25 was selected as the date of the annual picnic, location to be determined. 

 

There will be a meeting of the SD Water Management Board in Pierre on June 27 where the district's loan application will be considered.  Dick and Randy plan to attend the meeting.  Jim made a motion to reimburse Dick and Randy for their travel expense for district related activity.  Dick seconded the motion and it carried, 5-0.

 

Dick proposed a cost-of-living water rate increase of $1 per month and mentioned how the (former) road district's consumer price index increase on the tax rate was 2.1 percent.  Evan made a motion to adjust the rates by $1 per month.  Randy seconded the motion and it was carried 5-0. 

 

Jim was asked to find the contracts for Lois and Ed and distribute so the board can review them at the next meeting.

 

 

The next trustees meeting will be held July 10, 2013.

 This meeting was adjourned at 7:38 pm.
