November 7, 2009

President Gary Hansen brought the meeting to order at 6:35pm.  Attending were Gary Hansen, Carol Crozman, Jim Stewart, Randy Alexander, Lois Lund and Ed Striebel.

Secretary's Report:  Jim read the minutes from the October meeting.  Carol made a m0otion to accept the minutes with a 2nd by Jim.

Income Statement:  Lois presented the income statement.  Last month Black Hills Power had over charged WHCA and was going to keep a credit balance. Instead BHP issued a refund check for $596.  A motion was made to accept the income statement by Jim, 2nd by Gary.

Water Report:  Ed presented the water report.  Water losses were around 32 percent with 6 unpaid accounts.  Water losses have been around the 30 percent area now for the last few months.  The low water light came on October 23rd at pump house #1 (on Woodland Dr near Junco).  A relay had failed and the breakers were replaced.  Ed noted that drums were stacked around pump house #2 (on Woodland Dr where the road goes to gravel).  After the meeting Randy found out that the Woodland Hills Road District had gathered those drums for dispensing gravel and they have been moved.  Jim made a motion to accept the water report with a 2nd by Carol.

Old Business:  The board discussed the proposals from CETEC and FourFront for the engineering study.  Jim and Gary will call CETEC and chat with Ted to determine if CETEC’s study would suffice for the state facility plan and small system-planning grant.

New Business:  None.

The next board meeting will be Wednesday, December 9 at 6:30pm.

Meeting adjourned at 7:15pm
